Bechtel's practice throughout the world is to try to purchase and subcontract to local suppliers and subcontractors wherever possible. The Autostrada Transilvania project will follow this practice, maximizing Romanian content in purchasing and subcontracting. We will actively solicit subcontractor and supplier interest from Romanian firms. We will help our suppliers and subcontractors understand and achieve the Project expectations of providing high quality services on time and within budget.
How will suppliers be selected?
Suppliers will be selected based on the products and services that they provide. In some cases blanket orders (long term agreements) will be put in place for repetitive purchases. Competitive pricing will be solicited from suppliers and formal bidding practices for large orders and blanket orders will be utilized.
How will subcontractors be selected?
The tendering process follows our international subcontract selection policy. Firms that offer historic capability for safety, quality and stability will be suitable for this world-class Project.
Bechtel will develop bid lists based on Subcontractors' capabilities and qualifications. The following is the primary criteria used by Bechtel to develop the bid lists:
- Related Experience of Subcontractor for the work to be performed
- Safety and environmental record of Subcontractor
- Size and capabilities of Subcontractor
- Technical support systems and personnel available for safety, scheduling and management coordination
- Financial Status
After a bid list is completed, a formal bid or tender package will be developed and competitive bids will be solicited. During the bidding process, Bechtel will make sure that all new information, knowledge or additional requirements are given to all the bidders. Bechtel will limit contact during the bidding process to formal correspondence and meetings to ensure that the bidding process is fair to all of the bidders.
Bids are required to be submitted by the bid due date that will be sent with the tender documents. It is important that Bechtel receives the bids on time to allow us to maintain our schedule. Bechtel will then carefully evaluate the bids and depending on the size and complexity of the work may schedule bid review meetings. Awards will not be publicly announced but all bidders will be informed in writing if they are successful or not.

All information received from subcontractors and suppliers will be entered into our Bidder Database and will be retained for future use.
